There is an old saying: "Loose as a Goose" It really just means how laid back are you. If you are Loose as a Goose, you must be easy going. That is all there is to it, unless it has been perverted to mean something sexual. ie a loose woman is an easy target for sex. Taken out of context, it is difficult to really know.
