Probably icons like paris hilton or nichole richie started it with their "simple life" show. Because when it was just beginning, they gave a whole new look to blondes as being dumb. But it may go back far into history. Heres a link to blonde history:

Personally I think it was a sterotype given because blondes have always gotten more attention. Whether real or fake when a blonde walks in the room at least for one second ppl pay attention. Paris Hilton and Jessica Simpson have nothing to do with it because this saying has been out longer than both of them. Blondes get more attention therefore get more men, and just are seen as beautiful and fun, and that allow US to get away with saying any little stupid thing we want. To be honest I think blondes are smarter, we use the fact that ppl automatically think we're stupid to our advantage, to get what we want and to find out what others don't know.

Because alot of them tend to be ditzy because those few that are pretty blondes are given special treatment throughout life and they don't have to learn so then they become stupid. I'm not saying this because I don't like blondes or anything cause my bestfriend is blond but she isn't dumb. I'm just saying a theory I have.

Anyway, here goes: the association really began with Gracie Allen, the "dumb" partner in Vaudeville and movies and on television of George Burns (the old guy with the cigar). She was blonde and her ditzie character made the jump to popular culture where any blonde was thought stupid. She was that popular, funny and memorable.

I think it came from television or movies. It doesn't help that blonde actresses are willing to play dumb roles. It's one of those things that just stuck because ppl played a long with it. Think about the blonde in Three's Company. I think her name was Cindy.

it camr from the 1950's ,when "blonde bombshells', like marilyn monroe,made their careers portraying sexy,but non-threatening women-body of a woman,mind of a child-that was a big thing back then.apparently still exists now,jessica simpson does it well...problem was,people thought marilyn and other blonde actresses really were stupid,which wasnt the case. a lot of marilyns problems were that eventually,being actually quite intelligent,she wanted to be taken seriously,but people still treated her like a joke.that stereotype still remains,to a degree.most blondes arent natural anyway.most are brunettes with dye.brown or black are the worlds most dominant haircolors genetically,so chances are,the "dumb blonde" people are raggin' on,is really a supposedly "intellectual" brunette...u cant tell intelligence from haircolor,its a myth.

I speculate its a stereotype took on in society assuming that blondes only have their good looks because of their blond hair and no brains because they are so beautiful it doesn't leave room for anything else like brains. Just a quick guess.
