I want to sell a car to some one living in Mexico. Is there a form I need to fell out for the DMV or will the standard "Notice of Transfer and Release of Liability (REG 138) " form do?

Tienes que darlo de baja en el DMV y entregarle el titulo junto con el bill of sale para que el lo pueda importar, ese tramite lo tienes que hacer del lado americano, el carro no puede pisar suelo mexicano siendo el comprador el nuevo dueño pues no esta importado de USA, al darlo de baja entregas las placas y se puede manejar con un permiso de circulacion que se llama one trip permit, eso le servira a el para dejarlo en la frontera e iniciar los papeles de exportacion y pagar los taxes a para que el auto este legalmente importado a Mexico.

No, give them the title if you like. They can get the car registered without it but it does make it easier. Just drive it and the title across the border.
