there are lions on both sides, towers on both sides, one side has roman number 13 (XIII), on the other side what looks like an ancient A, It is made of metal and gold, with a crown on top. It is about 12" maybe a little longer.

Sounds like something from the spanish inquisition. Possibly for a cell. Or chains, or death chamber. Where in the world, are you?
I would save it, and go on antique roadshow. That find sounds fascinating.
