If a person called the police information desk at a police station 12 times in a day, each time asking a real question. Then called 12 more times the next day, each time asking a real question. What would be the odds that this person would be arrested for phone harrassment. And keep in mind that each time this person calls, the same operator will be picking up the phone.

If he's asking ligitimate questions I don't see a problem. The people working in the police station are there to answer the questions of the citizens.... so let 'em do their job.

I would hope about 100%.

Real Questions take too long for an Operator to answer.

GO THERE IN PERSON and ask the Desk Officer the questions.

I am happy that this Question has so much Theological content otherwise it should have been asked in some other category!

It depends on the nature of the questions, I suppose. But at some point, the person will be asked to stop calling and tying up valuable resources. Then, if they continue, stronger measures would have to be taken....but I think arrest is way down on the list of remedies.
