No, the queen is above the law, but tony blair and george bush can be arrested and imprisoned for breaking the law as was richard nixon in the 70's.

Certainly yes, for politicians. Presidents can be impeached and isn't Blair currently being interviewed by the police on the matter of recommending 'honours/peerages' in return for donations/favours given to the labour party. This, of course, does not currently mean he is guilty of anything, or that such acts have taken place.

The Queen, is a different matter, and I am not sure what the position would be at law. She has precious little opportunity to commit less serious crimes, lets say, 'driving offences'. Unlike days of 'yor' I am sure that she would not be allowed to go around knocking off troublesome subjects willy nilly, although, I can think of one or two. It is interesting, because technically, the police and the armed forces are responsible to the 'Crown'. This is to prevent any rogue government with a large majority, acting against the national interest in a serious way, or attempting to destroy democracy by creating a totalitarian regime. Hang on a minute!!! what about?

You will recall the term applied to prisoners, "Detained at her Majesty's pleasure". I am sure that the 'Anti-Monarchists' will tell you what the legal position is, or failing that, they will relish telling you what it should be.

In the unlikely event that we should be faced with such a dilemma, I don't think that the Queen will be calling on the Prime Ministers wife to defend her.

Can't speak to UK law, but here in the US it is well established that the President is not above the law. (He does, however, act as is he were.) The difficulty would be in getting the Department of Justice, headed the the Attorney-General (a presidential appointee) to act against any president. What's more, as in the case of Richard Nixon, the powers that be are likely to decide that it's best to "spare the nation the trauma" of seeing a president brought up on criminal charges. Even a so-called independent counsel is ultimately restrained in this fashion.
As for HM breaking the law, it's worth noting that a sizable fringe wacko group in the US called the John Birch Society has a history of accusing the royal family of masterminding the global trade in illicit drugs. Seriously.

The Queen can never be arrested. The British law is her law, hence the name "Crown Court". She could claim that Tony Blair is really an alien, and he wouldn't even be able to sue! Presidents and Prime Ministers are different. They can be prosecuted.

The Queen is the only person above the law living in this country. However the palace would always say that it's totally out of the Question that her Majesty would ever be in any such predicament.
As for foreign dignitories they have Diplomatic Immunity so GB would be able to return to USA.

No the queen cannot be arrested nor can certain orders of knighthood, such as the MBE or OBE at least within the city limits of London.

Bush can be impeached which is basically arrested and tried, not that he needs to be. (Clinton is another story)

Blair I believe can be arrested unless he is a member of one of those knighthoods i already mentioned, and then thats only good inside of Londons city linits, so I guess the answer is yes.

I think if she did it would be very, very difficult to arrest her. Unless it was something totally horrible and then even that, I think they'd try to cover it up. So, yes, technically she could be arrested, but that would never happen. As for the others, it would be a lot easier than arresting the queen, but it would still be difficult.
