Yes of course it is. Because drugs are illegal. Which means you aren't supposed to USE them. And if you do, and you get caught, you get into trouble because you are doing something you aren't supposed to be doing. Also, anywhere you get a job, most places have zero tolerance policies in place.

Absolutely. You go to school to be educated. Violation of their policies hinders the education process.
