You should set up user accounts or at least one account. Then logged in as Admin you can adjust that user account as a Limited Account which will keep then from installing ANY programs.

As an Internet Cafe, the only thing your users should expect is to have access to the Internet and a reasonable expectation that the latest Shockwave, Flash, Mediaplayers, etc. are installed.

Once you set up the additional limited account, you will have to enable Internet access by logging in as Administrator and then setting Program Access and Defaults. This can be found in the Control Panel --> Add/Remove Programs, or under System Tools.

Alternately, you could just enable the guest account, which pretty much does the same thing - Allows for Internet access, but doesn't allow for installation of programs.

You could always set the general public's user id to restricted in users accounts if using XP

That will make it so that they cannot install software however word documents will still be allowed.

If he keeps having them mess up the machines he can always use Deep Freeze to lock the workstations down so that when the computer is restarted it is put back to where it was when it was "frozen"

You could enable the guest account also, and password protect admin accounts. the Guest account doesn't allow the user to install anything either.
