We already have flying cars. The skycar is an example. A few hundred of these might be flying around in 2009. The lowest cost to purchase is presently $500,000 but then you might be waiting until 2011 to fly it. (Refer to the link below).
I am absolutely convinced that before the end of the 21st century there will be more than a million owners of 'practical' and affordable flying cars and given the way car technology advanced in the 20th century this number could be even higher - typically as many as there were on this planet at the end of the last century.

Never.
As people have said, flying cars are a technical possibility that has never been developed.
There are two problems:-
1. Flying cars would use too much fuel. They are not economic and the world is running out.
2. There would be huge traffic control difficulties.
I am also cynical enough to suspect that the powers that be are happy keeping us on the ground rather than let us fly here there and everywhere. This is not totally unreasonable. Imagine the possibilities that flying cars could offer terrorists.

The technology to build a flying car exists today. The two obstacles are:
1) Fuel costs. Unless we develop ultra efficient non-polluting engines such as fuel cells, a flying car will cost loads to run. The best can reach 20mpg, which is basically not good enough in today's world of high fuel costs and global warming.
2) Flying them. Most people can't drive safley on the roads. Imagine an aerial pile-up? Ouch! The way to get around this is to have the car controlled by a computer. We simply get in, enter the destination, and the car does the rest. The car will be controlled by GPS (global positioning system) and by ground stations directing them where to go. (similar to air traffic control)
There is a company called Moller International who have been developing flying cars for years. Check out their site:

Flying cars will come, but it will be a while yet. I see them being used first as taxis, and by the emergency services, with personal use coming later as the technology gets mature.

There is a guy in America who built a few in the 1950s or 1960s, but both as a car and an aeroplane they were found to be heavy, slow and expensive. So the concept never really took-off (excuse the pun).
I believe one of the aerocars is maintained in flying condition, but purely for the novelty factor.

When we open our collective minds to the possibility of this mode of transportation flying cars will enter our lives. Cars and planes are naturally not compatible. Cars need to be heavy, sturdy, safe and full of unecessary gadgets which add weight. A plane needs to be light, powerful, and mindful of extra weight and full of awkward aerodynamic control surfaces
When an engineer with a flair for marketing and a talent for striking a design compromise and who knows the regulatory framework for passenger transport vehicles sets his mind and talent to building a flying car , and making it available on a limited basis is born on earth, we shall have flying cars.
Otherwise we will be at the mercy of practical people with no imagination as usual !

I like your question.
"when will we have flying cars" you can compare that to the "horseless carriage" when cars 1st arrived on the scene.
Secondly what makes you think we will need a vehicle?
Don't you see how cars of today create traffic? What would be the difference (traffic is traffic). Besides a flying car(as you call it) is not a step up more like side step.
Think of this as target for the future.
remove the need for a vehicle to begin with all it does is transport cargo(either people or product).
Then think of something like a doorway in your house that you can teleport (product or yourself) to various address's all over the world.
Then you can travel free of charge where ever you go(OMG now we don't need Air lines or Airports).
OF course we would need security aspects to protect ourselves from strangers.BUT the real evolution would be reducing how CORPORATE Business's would not control how we travel or where we go.
SO chew on that idea hope you like it

Idiots cannot DRIVE a car down the road without causing accidents and nearly killing me every morning (I ride a motorcycle to work.) If they cant do that reasonably well, what makes you think that the general public will be able to fly a vehicle? I mean, if the average moron cannot pay attention to the space in front, behind and to both sides, what makes you think he will do any better when you have to add awareness to what is both above and below you???
Besides, the govt wont allow it to happen....Just take a look at the electric car that GM DESTROYED in the 1980s because of oil....

Hopefully never. Drivers cannot navigate properly in two dimensions, let alone three, especially when they insist it is their right to be able to talk on a cellphone at the same time.
In any case, the first time two cars are flying next to each other and a strong crosswind comes up, one will slam into the other.

When the world goes insane.
Can you imagine trying to control millions of cars in the sky?
Plus all the security measures would go out the window at airports etc.
Unless everything else could fly!

I made my own about 2 years ago.
sure, it was only a 1/18 scale model...but it worked !
it was based on a volkswagen "new beetle"
i just ripped the wheels off, replaced them with 4 pc fans
then put one twice the size in the centre of the car (underneath).
It didnt really travel up high.
just in normal directions but 5cm above the ground.
but it died due to getting full of sand when i tested it "offroad"
