Well you better make sure that is what she is saying and it sounds like you already want to dump your girl for her cousin. So I would say the relationship is pretty much over since you have thoughts of another girl. So save yourself and your girl the trouble and end it and hopefully things will work with the cousin

trust me man.. I've tried this before and it doesn't work. in the end you will end up losing both girls.. i know that's not what you want to hear, but that's the truth. their is nothing wrong with having something for the girl, but taking it further will mess you up. at least wait it out. if you really want to be with this girl dump your girlfriend and let it just sit for a while and eventually ask out this other girl. this coming from experience.
