Why do we let people by pre-paid phones without providing their IDs? It shouldn’t be allowed. What reason would you do this unless you are:
A drug dealer
Organized crime
Terrorist
Other bad guy

I think everyone missed the point. The FCC used to require licensing and identification for every radio-like device. This has slipped into obscurity. But look at the impact this anonymity has on terrorism deterrence. But here is a follow on question:
Why do you need to be anonymous? I have no problem with the FCC knowing who I talk to and for what reasons. Not a big deal but that is only my view. What are your thoughts?

Well... it'd be hard pressed to prove anything... as those you list would just end up stealing the phones to start with... but...

Poor people and teenagers buy the phone more frequrently than "bad guys" do... the other guys just try to steal them...

Well, here in Missouri we are required to provide photo ID and fill out forms just to buy cold medicine containing pseudoephedrine. It's an effort to stop meth-makers from purchasing large quantities of the stuff. It's a real inconvenience, and I'm not convinced it's all that effective in deterring the manufacture of methamphetamine. I have the same opinion of requiring ID to purchase pre-paid phones.

Good question. You pretty much answered it yourself.

What reason indeed. If identification was required, do you really think the "a drug dealer. organized crime, terrorist, other bad guy" would be deterred from getting one? It would simply mean he would have to acquire a phony ID - he certainly wouldn't use a real ID if he planned on using the phone for other than legal purposes.

You want someone to provide a government-issued ID before they are allowed to call someone on the phone. What's next, requiring IDs before someone can purchase a battery-operated clock or walkie-talkie, because those can be used just as easily as detonators or for criminal activity?

I know people who buy prepaid phones because they don't have enough self control not to exceed their time limits on regular cell phone plans. Their is no credit check required for purchasing a prepaid phone, so basically no need for proper ID. Last time I checked there were no laws providing a minimum age to purchase a phone.
