On the higher end I think Gibson's, Morton's or Smith & Wollensky's are all good. I think the Chicago Chop House represents the best value for the money as they give you whole dinners with your entree (everything is a la carte at the fore-mentioned selections). For something different, I really enjoyed Fogo de Chao, a brazilian steakhouse where they carve a variety of meats off of skewers at your table. All these establishments are located in the downtown Chicago area.

Gibson's, but there are so many good steak houses in Chicago that were mentioned by everyone else who answered that you can't ever have a problem finding a good steak house in Chicago.

I hate to say it, but the New York import wins this battle: David Burke's Prime House, http://www.davidburke.com/primehouse.html
It's the only steak house in town that still dry ages it's beef. And you can see pictures of the bull that sired your steak.
If you're into wet-aged beef, most of the carnivores I know prefer Chicago Chop House: http://www.chicagochophouse.com/home.htm
It doesn't have the scene or snob appeal of Gibson's or Gene & Georgetti's, but they have the food, and that's the main thing, isn't it?

There was this place down in Tinley Park, I believe, call Bogarts. It was better than anything I've ever had, and not that expensive either. I've never made it to Mortons, I heard it was very over rated.
Best bang for your buck would be Sal & Carvao. Brazian rotissarie meat, all you can eat!
