I discovered Dippin' Dots at a baseball game. Last week I found them in many different flavors at a store at the boardwalk in Rehobeth, Delaware.
According to their web page http://www.franchiseonline.com/cgi-bin/profile.php?key=5702, they are selling franchises now, and stores are to be found in amusement parks, movie theaters, sporting venues and malls. Since I don't know where you live, try to find out from then where they have stores.

That aside, many camping and sports stores carry freeze dried ice cream in their food department. I have seen chocolate, vanilla and strawberry flavors. Here are a few links

Any place that sells camping supplies, gear, etc. If they sell
trail ready food - there will be freeze-dried ice cream there.

At the Smithsonian, in the gift shops, and at the Museum of Science and Industry in Chicago. I would guess that most science museums will carry it, along with outdoor/camping stores.
