iv'e hugged her, shes hugged me, and we've almost kissed, but for some reason we didn't

Kiss her!!! Gently of course, just a nice smooch...don't scare her off by being to agressive....but do it!!

A kiss is not something you can plan or think out. It will just happen. it should be spontanious. If she feels the same way as you do then she will let you know and make that Kiss possible. Good luck !!

I would have to say when the time is right just go for it some girls are shy and they expect the guy to make the first move, so she may just be waiting on you.

yeah, i had the same "problem" with my first gf.
all i can say, is sometimes you have to go for it, no matter what happens. that's what i did when i dated my secong gf. just tried-- and you know what--it worked.
