Why can I send a new Email in Outlook 2003 but not reply to or forward an Email?

Windows XP SP2 with Outlook 2003, connected to Internet with PPPoE DSL, through a linksys router, using the master account. No error message is generated, the Reply To: window simply disappears when I press Send, and the message doesn't go anywhere. But I can send a new Email just fine. What's going on?

It's most likely not a problem with anything outside of your computer. It sounds like you need to reinstall Outlook (or the whole Microsoft Office program)
