shelters usual charge a small fee check the paper but more importantly no pet is free, theres vet bill for immunizations and spay/ neuter that a dog needs so if your not willing to pay even a small fee for the dog are you willing to pay for its life? you should really think about that before you get any pet and if the answer is not a definite yes or you really just cant afford it than please do the pet a favor and don't get one. maybe if your broke you could talk to your local shelter and volunteer to be a foster home. then most pet bills are taken care of. but also please understand that while a dog is a wonderful companion owning one is comparable to having a two yr. old forever it takes lots of patience and time and effort to train a dog to be well behaved. are you willing to do that? im not trying to discourage you at all from getting a dog i just want to make sure that this has all been considered to make sure that you and a dog can have a nice happy life together.

If you can't afford to purchase a dog, how do you expect to be able to afford to take care of it? I'm sure your city requires animals to have up to date shots, treatment for heart worms, etc, and it ain't cheap. I don't know about in England, but here they charge an adoption fee to weed out people who can't afford to have a pet, and they background check to make sure you don't have any violent crimes on your record (which is included in the adoption fee). They don't want to have to go back and rescue an abused animal, and people with violent crimes are, more often than not, cruel to animals too.
