Dealing with bad neighbors is a nightmare. First, try asking them nicely. Make a video tape and show them how annoying this is. Offer to split the cost of having the dogs surgically debarked. Personally, I'd move before I'd live next to a neighbor like that, but sometimes that's not an option. I have a neighbor who goes to work early and slams his car door shut outside my window every morning. I've padded the glass with those closed-cell foam mats they make for gym flooring and keep a noisy fan or wind machine on while I sleep. That helps a lot.
Sounds like you've taken the high road so far in a very frustrating situation. Some fools recommend killing the dogs, which is ridiculous. It's really not the dogs' fault and killing a pet dog is a felony in most states, especially if it's on your neighbor's property. Bad neighbors are big on retaliation. If you kill his dog, who's to say he won't burn down your house? And his next dog might be worse. If you're intent on committing a crime, kill your neighbor instead. (Just kidding!)
Most areas have noise or nuisance laws - sometimes calling the cops can help, sometimes it can make it worse. Animal control will only seize the dogs if they are abused (ie, no shelter, no water, no food, etc). If you don't mind risking a war, get witness statements from your other annoyed neighbors. If the cops won't help, I'd try calling your local TV station and see if they want to do a human interest story on lousy neighbors. Show them as much documentation as you can, pictures and a log of how many times you have called the cops and gotten no help.
Hmmm... Make an audio tape of the dog barking, call your neighbor (from a pay phone!) and play the tape really loud at three in the morning?

First thing I would do would be to go talk to the neighbor. Explain that you understand that dogs bark, that's what they do....but the barking is excessive and it is disturbing you. If they are decent neighbors they will make sure they let the dog in before it barks you into a crazy home. If the neighbors are rude, or unresponsive call the authorities. I don't know where you are from, but in the city I live in it is illegal for dogs to be outside barking for more than 10 minutes straight. Look into your local rights as a homeowner, and what your neighborhood says is legal and illegal regarding dogs. Good Luck :)

First of all have you talked to the neighbors? If nothing gets resolved call the animal control in your town. Every time it gets bad call animal control and they will be ticketed and eventually they will take the animal and try to place it in a home. Does the animal get taken of? Does it have food, water, does it get any attention?? They eventually get tired of citations and maybe it will get a good home.

I don't know where you live but here we have what is called Animal Control noise. We just call up the number and report it. Check with with your nearest vet to see if there is a listing in your area for that.

call the police for a noise complaint or just talk to your neighbor about it. Maybe see if others are bothered by it as well and do something as a group.

complain to the police department about thenoise. Call animal control as well and complain there. Talk to your neighbour and tell them if they don't stop their dog from barking you will start calling thepolice

let ur neighbour know, they should purchase a citronella collar to train the dog to stop barking. Otherwise if they dont want to help u call your council get them to deal with it.

If you have good relations with your neighbour, talk to them and explain your problem. Your neighbour should respect your feelings. If the do not do anything call the police and they will take care of that.

talk to your neighbor NICELY and maybe suggest a bark collar
if that don't work call the cops
