I use baby shampoo on my dogs. It doesn't burn if it gets into their eyes, and it is mild on their skin. They make it with aloe vera and other combinations too.

Adams flea & tick shampoo works great also smells good. I had a chichuahua for 17 years & he was allergic to flea bites as well. The vet recemonded the Adams

Johnson & Johnson brand baby shampoo. Some other baby shampoos contain irritants to allergy prone dogs.

you should ask your vet, sorry i couldn't help or you could get a shampoo made specially for flea allergy's
