There's almost no free help available. You can contact the Salvation Army's family tracing service. They may be able to help. Check the link below.
Also, if you know other things about her, you may be able to find things yourself. If you know where she attended high school or college, websites like classmates.com, alumni.net, and namesdatabase.com may be helpful.
On classmates.com, you can create a free account. Then use the "add communities" link. Then use the "search lists" link.
If she has profession that requires a license, many of those are posted on state government websites. I recently tracked down a cousin by finding her license as a respiratory therapist.
Lastly, given that you have a date of birth and a real address, it might not cost very much to have a private investigator find her. Check yellowpages.com in Allyn, WA area.
