Hybrid puppies require a special permit to own in Pennsylvania. However, it will be very difficult for someone to prove you have a wolf husky hybrid and it's not exactly top priority for the police. It will look like a domestic dog in most ways, and only a licensed vet would be able to confirm that it is a hybrid.

Even if it's legal, it's not a good idea. Wolf hybrids are not stable - many of the fatal attacks on children have been by wolf hybrids.
According to the fatal dog attacks statistics, 5% of them were by wolf-dogs - which is a LOT considering how few of them there are. If your hybrid attacks someone, you could be sued or even held criminally liable.

You should call your local humane society, they would know. Good for you if you are considering a wolf hybrid. I had one, he was white shepard and artic wolf, beautiful. Just remember they have special needs. Usually, the wolf will come out around 1-2 yrs, and they can be sensitive. Not a bad thing, but they need alot of attention, being pack animals. Make sure to establish you are alpha, and you will have no problems.

I believe you have to have a special permit.
Wolfdogs are highly unpredictable, need a huge amount of fenced-in space in order to not go a little nuts and just generally don't make good pets. Hence the need for a permit.

I'm not sure, but wolf mixes are generally not safe dogs to have. Remember that they are still part wild animal and should not be around children or other small animals.
