Bylaws are the internal governing documents (rules and regulations) for a business (corporation) or other organization.
So, when a union is formed, like any other organization, it would draw up bylaws to define its internal policies and rules of operation.

im on the bylaws commitee for my agency
we basically draft, revise and vote on the governing rules for both our general meetings when we conduct business and for procedures in dealing with management issues and grievances. the bylaws are rules that each memeber of a union has to abide by during general and board meetings.

Union by-laws is the constitution (rules and regulations) set up by the union and all its members to be followed. It is like a guideline similar to that of any country's constitution.
