To be honest BMI has huge flaws. For example it doesn't take into consideration muscle mass. An athletic man who is in good shape and has a lot of muscle mass will more than likely register as overweight or even obese using BMI index. So all in all take the results as a loose marker and if you're looking for body fat measurements your doctor can help.
Clothing doesn't really matter unless it's heavy jeans or a sweater. T-shirt shorts and shoes together only weight b/t 1-2 lbs at most so it's not a huge 15lb difference that would mark a significant change in BMI.

It's best to weigh yourself without clothing if you can. Bear in mind, however, that Body Mass Index is only so-so in determining your level of health. Most professional football players, many of whom count their body fat in single digits, score overweight or obese on BMI. So don't freak out if you find yourself being classed as overweight or obese on BMI. Another thing you can look at is waist-to-hip ratio. Take a measuring tape and measure your waist at the "fattest" spot, then measure your hips right at the hip bones, then divide your waist measurement by your hip measurement. If that number is greater than 0.92, that means you have too much visceral fat and need to lose some of that flab around the midsection.

If you need to ask whether you need clothes on or off to get BMI...then you have no idea what you are doing. Clothing is not part of Body Mass.
Get a free BMI thru a local gym. They will try to talk you into training, but you can't beat free...and they are certified to do so.

To be exact - without clothing and first thing in the morning, but it shouldn't make that much difference to your BMI. Definitely take off your shoes though!

If you want to be EXACT, then no clothes. But truthfully, light clothing (such as underwear) is not going to make that much difference. Just be consistent when you weigh yourself, not like a heavy sweater one day, and no clothes the other.

BMI is a dumb way of measuring "seems". look on line for a thank you to calculate p.c. physique fat (its rather complicated!!!) considering which you would be lean and weigh plenty or crammed with disgusting fat and weigh plenty and you have a similar BMI.
