Contact your county courthouse and they will give you all of the information you will need to get married at City Hall. The basic information you may have to ask about (in case you get stuck with someone new) is where exactly do you need to go to apply, license requirements, duration of waiting period before you can pick up the license after applying, days the ceremony is performed and total fees required.

it is called the office of orphans court, dont ask why but that is where you get it. You can ask the guard as you go into the court house what floor it is on and they will tell you. good luck
