The cops will usually respond to an animal hit by a car, since that is a motor vehicle accident. They won't come for a personal emergency with your family pet. You have to either drive the dog to the vet or the emergency clinic yourself. Or you can call the ASPCA or local shelter, but it might take them hours to get there. The best thing to do is take a training course or seminar in Pet First Aid. These are often taught by vets at adult education or community colleges. You could probably get a local pet store to host one, if you could guarantee enough interest.
This will teach you how to save a choking dog and do CPR and rescue breathing. They will show you the safe way to handle a frightened and injured pet without making things worse.

No, 911 is of no help in animal related emergencies. Call a vet instead. Cops will respond if a dog has been hit by a car and blocking traffic however.

I don't think so. I think they can only send response vehicles for people emergencies. HOWEVER, it is good to keep your vet's number, an emergency vet number, poison control numbers by your phone. Also, check to see if there is an emergency animal response unit in your city. Some cities have these and they can do on site first aid until a vet can be reached.

My son works at a 911 center and I'm sure they would tell you to call the vet, although I'm on your side, I think they should have a unit to respond to pets!

I guess it would depend where you live and what exactly happened - in most instances a call to a vet would be the best but the vet would basically say "bring the pet in"
