The matron of honor has to be married. The maid of honor is the most special of all of your bridesmaids.

Maid of Honor is someone who is not married, where as Matron of Honor is someone who is married. Same role in the wedding, just different "title" depending on marital status

It depends if your sister is married or not. A married woman would be a Matron of Honour; an unmarried woman is a Maid of Honour.
