If your talking the strongest in the Tour De France then it has to be Lance Armstrong, but best cyclist of all times I'd have to go with Eddie Mercxx. The canibal not only won 5 Tour De Frances, but unlinke Lance he also one Giro De Italia and even managed to win 2 of the grand tours in the same year. He competed in more events and won more overall races than Lance.
Lance concentrated on the Tour De France and was amazing at it but did not compete in the number and varied types of races as Eddie. Lance was not known for his strength in the classic one day races and never competed in the Giro or Vuelta in the same year he raced in the Tour de France.
Lance is amazing but Eddie is the greatest.

Everyone who said Lance is the greatest of all time has only been alive for the past 7 years.
Eddy Merckx is WITHOUT QUESTION the greatest of all time! He only won 5 tours, but took 33 stage wins, yellow and green jerseys in '71 & '72, yellow and polka-dot jerseys in '70, and ALL THREE jerseys in his first Tour!
In 1968 Merckx won the Giro d'Italia with 4 stage wins, King of the Mountains AND Sprinter's jerseys. He also won the Giro in 1970, '72, '73 and '74, and had 25 stage wins. He won the Vuelta a Espana in 1973, and joins Jacques Anquetil, Felice Gimondi, and Bernard Hinault as the only riders to have won all three of the major Tours.
Add this to seven Milan-San Remos, Three Liege-Baston-Lieges, three Paris-Roubaixs and a HUGE list of stage races and spring classics, and you'll see Merckx has by far the most impressive palmares in cycling history!
Before cancer, all Lance had were a couple of Tour stage wins (he never finished), one Tour of Luxembourg and a Fleche-Wallone. Of course, starting in 1999 he won every tour for seven years straight, but still wasn't as crushingly dominant as Merckx was in only five.
Yes, we all love Lance, but he doesn't hold a candle to Eddy Merckx.
