I'm not sure, but whenever my dad will tell my younger siblings that the basement looks like Hell, because its so messy, then I kinda smile and say, how would you know? have you been there?
they mostly just mean its really really hot, miserably hot.

Hell is a prison, a holding place for the unrepentant sinners. Hell is "powered" by fire and brimstone. Brimstone is very smelly when it is burning. The fire of hell is unquenchable, eternal. So why people say it's hotter than hell? It tells me they don't know the Bible and they don't understand what they are saying. Nothing is hotter than God's wrath.

It means really, really hot but here in Georgia I usually say it's hotter than 2 hells!!

They mean it's really hot outside.
Presumably, Hell is full of fire, so they are saying it's hotter than fire.

It's just a figure of speech. Most people see hell as a very, very hot place... so on very hot days, people say it.

they mean it is extremely hot or too hot to bear - only people living in hot countries tend to say this because people born in cold Nordic countries tend to say its as cold as hell - thus people born in Nordic counties imagine cold to be far worse than heat
