How long does it take for a parakeet to start talking and what are some good tips to teach them?

First your Budgie needs to be male,and under 4 months of age. Trying to teach a Budgie after that is quite difficult.
I have had many Budgies,all male and ALL learnt to talk. Start out by being around your bird as much as possible. Place his cage on a table, sit in front of the cage. Make sure no-one else is in the room,or there are no other distractions.A bird will learn quicker on a one to one basis. Start with no more than one word,"hello" is good, or maybe his name. Just say hello (or whatever) over and over again in a relatively high pitched voice,Budgies respond more to the female voice.I did this at least three times a day, for about ten minutes at a time,for three weeks, by which time,they start to make garbled noises in the back of their throat,before you know it,they say hello!! From then on, you can teach other words, and even sentences,this will be much easier now!! You MUST experience patience,never raise your voice,always speak to your bird in an even tone.Your bird by now will be saying all sorts of things,some you did not even teach him. Beware, once they start talking,they will pick up anything you say!
Females are not very good talkers,so if you want your bird to talk,it must be male.Good luck!!
Forgot to mention, if you want your bird to talk, never place a mirror in the cage! He will talk to his reflection,and not you!!!

Parakeets are difficult to train...at least I've found that to be so.
I trained a cockatiel to whistle "Take me out to the ball game"
It took 20 minutes a day for 8 months.
My fiend has an African Grey parrot that he can have a conversation with.
Actually that grey flew out the door once and was gone for two weeks when someone called and asked how did he teach it to remember it's name and phone number.

Having worked in a pet store, parakeets and budgies do not speak. The smallest birds that do speak are the parotlets (not sure on the spelling) and they are the size of budgies almost
