Morocco is not so corrupt. Easier to ask "who's least corrupt" than to try to figure whose most corrupt or murderous, in Africa And while the picture of the African cops looting the Walmart in New Orleans painted a picture of corruption and the ones looting the hospitals and shooting at rescuers was pretty bad...
Correction: Louisiana is the most corrupt African country.

I don't know about Africa, but if you'd asked about which state in the USA, Louisiana would get my vote.
