You'll have to pull up the carpet. Get a moister barrier and padding to go over the cement then install laminate.

We are installing laminate in our basement soon too. We were told to pull the carpet up. You will probably have some carpet padding stuck on the cement once you rip it up, but you can just remove as much as you can.
You will need to put down some high quality underlay under your laminate so that the moisture from the cement doesn't harm your new flooring. Also if you leave the old carpet there, all of the gross dirt in your carpet will be stuck under your new flooring, yuck.

Laminate flooring will work best if laid on top of a clean, smooth, flat surface. The carpet would give too much and possibly cause the laminate to crack or buckle.
First pull up the old carpet, scrape the cement to remove any glue or tack strips. Then lay down an underlayment, usually a thin rubber or paper sheeting that comes in rolls. Your store should suggest the right kind for the type of laminate you are going to use.

The answer is NO. And the main reason above and beyond all the warranty and moisture issues is because the carpet will have to much give or play in it, meaning, laminate floors by all manufactures have switched to an interlocking system. No longer do you glue laminates with a tongue and groove. They just snap together. That being said when you stepped on your laminate floor and the carpet under it compressed you would unclick or make the laminate come apart. So start ripping up and have a good time.

no i dont think so,,it would be better to pull the carpet up that way the laminate sticks to the cement the padding of the berber would give it too much give

I wouldn't suggest it, or your warranty on the flooring will not be any good. It's best to do it as it says, by laying the suggested padding on your existing floor.
You want to make sure you do it so that the warranty is good, because of some of the problems you can rub into with wood flooring. Better to spend a little more now, to save later.

no laminate is only useful if you have wood floors it keeps the wood from splintering and water from getting into the wood since you only have cement why bother. Since you have cement floors if you want to get rid of the carpet just lay down tiles.

You have to take the carpet up first. Ask the pros at Home Depot or Lowe's. They will tell you how to do it correctly.
