No, tissue paper and paper towels can't be recycled, dirty or otherwise (at least not around here; maybe it's different elsewhere). Waxed paper can't be recycled either. I don't buy milk in waxed paper cartons any more. I get the recyclable plastic containers.

Tissue paper is not recyclable, but the coffee cups are.
We have to wash our garbage here in Phx, we are in the middle of a drought, but we must wash our trash - go figure!
