I read a very famous Islamic book (Badi'e Al Fawa'id by Muhammed Ibn Abu Bakr), which was re-published in Mecca, Saudi Arabia in 1996. In that book I found a Fatwa that looks too weird to me. This Fatwa gives a permission for Muslim men to have concubines (female slaves) and to have sex with them regardless of their age. Is there any Muslim to comment on this Fatwa?

I am afraid you are WRONG. There are many verses in Quran that allow Muslim men to have sex with concubines without marriage. Some of them are [4:3, 4:24, 4:25, 30:28]. As for allowing Muslim men to have sex with under-aged females, it is also shown in many verses in the Quran. One of them is [65:4]

u r taking things wrong. its not so easy to understand Quran or even Bible. i dont know from where u are getting wrong information but to correct u i m putting down the exact translation of the verses you have mentioned. and according to you they allows to have female slaves and sex with them.
4:3
If ye fear that ye shall not be able to deal justly with the orphans, Marry women of your choice, Two or three or four; but if ye fear that ye shall not be able to deal justly (with them), then only one, or (a captive) that your right hands possess, that will be more suitable, to prevent you from doing injustice. the last verse 65:4 is already explained by me in your recently posted question regarding same verse.
4:24
And all married women (are forbidden unto you) save those (captives) whom your right hands possess. It is a decree of Allah for you. Lawful unto you are all beyond those mentioned, so that ye seek them with your wealth in honest wedlock, not debauchery. And those of whom ye seek content (by marrying them), give unto them their portions as a duty. And there is no sin for you in what ye do by mutual agreement after the duty (hath been done). Lo! Allah is ever Knower, Wise.
4:25
If any of you have not the means wherewith to wed free believing women, they may wed believing girls from among those whom your right hands possess: And Allah hath full knowledge about your faith. Ye are one from another: Wed them with the leave of their owners, and give them their dowers, according to what is reasonable: They should be chaste, not lustful, nor taking paramours: when they are taken in wedlock, if they fall into shame, their punishment is half that for free women. This (permission) is for those among you who fear sin; but it is better for you that ye practise self-restraint. And Allah is Oft-forgiving, Most Merciful.
65:4
Such of your women as have passed the age of monthly courses, for them the prescribed period, if ye have any doubts, is three months, and for those who have no courses (it is the same): for those who carry (life within their wombs), their period is until they deliver their burdens: and for those who fear Allah, He will make their path easy.

there are thousands of book about ISLAM in which some are correct and some are wrong the BEST is to read QURAN and find answer fpr ur question it is not allowed to have sex until u are married u can only have sex with ur wife i have no idea were u guys get this stupid things

You also didn't mention the practice of temporary marriages.

I am not muslim obviusly but know it is true in some islamic states older men still marry young girls they beleave it is their right the women ( girls ) have no rights
