They're both made from shredded potatoes if that is what you mean.
But hash browns are usually fried in a pan with grease, and tater tots are usually baked in an oven.

For the most part, yes. The main difference is that hashbrowns are either "loose" or shaped and tater tots are smooshed into a little ball.

They're made of the same thing.
Tater tots are shaped like a little barrel.
Hash browns can be made several different ways. The potatos are loose, not pressed together into any shape.

NO. A hashbrown should be pan-fried potatoes with onions, tater-tots are deep-fried potato bits. Unfortunately people seem to think that hashbrowns are to be deep-freid as well. They are wrong. I blame MacDonalds for this. Deep fried, bad; pan-fried, good.
