Not necessarily .. cirrhosis of the liver can occur from over indulgence in high carbohydrate fatty foods.. the liver gets scarred, continual intake of fatty foods can cause the liver to pump out more cholesterol into your blood stream which does even more damage.
Damage to the liver is why pill bottles always say do not consume with alcohol..it's not because you will OD, it's because it is really hard on your liver.

Cirrhosis is not only related to alcohol. Many different conditions and medications can cause it including genetics.

According to the National Digestive Diseases Information Clearinghouse (NDDIC)
They list the cause as unknown. At this time there is not enough information that ties the the two factors together. So it is simply not known if it is genetic or caused by other factors.

No, it is not genetic, although there could be a tendency among family members. It's most normally caused by high carbohydrate diets. Another thing, I have a friend who was diagnosed with it years ago and it was determined it was caused by breathing fumes from her paints. She did ceramic painting.
