I never use the word "budget" it seems so restrictive. How about sitting down and making a list of all your bills and expenses and see where your money is going? Figure out how much per week you need for bills and put that aside first.
Then make a game of writing down for a week everything you spend money on with cash, some examples might be: gas, coffee, fast food, snacks, even like a pack of gum. Add it up at the end of the week, you may be surprised, all those little dollars add up.
Next step would be to decide what you like to spend money on, what pleases you to buy, not to get stuff just because everyone else has it. And don't be afraid to tell your friends you don't have money at the moment, you appreciate the past loans, but you can't borrow from them anymore--that you value their friendship more than risking the chance of potential hard feelings over money.
You are not the only one to have that feeling of "not enough", because our whole society is set up to encourage us to spend money! And companies, like credit cards, want you to be in debt, so don't become an "indentured servant" to them either.
