Why cant we supply the fresh air at 13 deg C to the FCU's or directly to conditioned rooms.
Will it create any serious condensation issues....???

I didn't look up the comfort index on this but 13 C is around 55 F and thats way too cold to be comfortable. Normally the air coming off the cooling coils would not be at that temperature.

Without some information on the humidity can't say about a condensation issues.

I've only seen reheating coils used in dehumidification units that are recirculating. Not for make up air.
