In Singapore and Malaysia English is one of the official languages. Both these countries were British colonies.
In the Philippines English is widely spoken, because until 1947 it was an American protectorate.
Finally Papua Nugini (the eastern part of New Guinea), as a former Australian protectorate, is quite fluent in English as well.
You specified SOUTH EAST Asia, so Pakistan, Bangladesh, India and Sri Lanka could not be included, though they all speak quite good English as former British colonies.

It depends on what you consider "more". China has more English-speaking people than the U.S. does, but a larger percentage of Indians speak English.
Of course, the Japanese also have a very high level of English proficiency.

I would say Singapore. Hong Kong is not its own country but it has its own rules and still has very many English speaking people.
