I think it's the Philippines. It's like their second language. A child is being taught how to speak english the moment she/he can speak. It is also the meduim of instruction in all levels (primary, secondary, tertiary, college). You can a hear a child speak the language as early as 1 year old. This is also the reason why english speaking countries prefer to hire Filipinos to work for them it is because they know the language perfectly well. Filipinos are excellent in english, may it be in writing, speaking, and reading. By the way, i'm a Filipino.

More fluent than what? I think you mean most fluent. India doesn't qualify as S-E Asia. I suppose it has to be Singapore. Second language in the Philippines is Spanish. Don't be confused by people in shops and on the markets. They probably speak most European languages and USA English - but only to say, 'I give you very good price.' or ' With this price- I make nothing.'

There are 2 countries that have so many languages and
dialects that the people at a certain level also know english
so different parts of the country can communicate with
each other.These 2 countries are the Philippines and
India.

India and Hong kong are not considered South east asian countries... so I think Singaporeans speak fluent English and maybe Filipinos... but not the lower class people

Singapore for sure. Hong Kong is an ex Brit colony, however the English level is rather poor comparing to what you might expect.

Do you mean by numbers of people or my percentage of the population. If you mean my numbers of people that is India which is only surpassed in number of English speakers by the United States of American (according to some estimates).
