by requirements i mean what are the essential elements that a kindergarten has and architecturally what it requires and what are the functions it has

The primary purpose of Kindergarten it to prepare the child for his/her formal education, which begins in 1st grade.

A good Kindergarten should have a good mix of time spent in a circle on the floor, time spent at desks doing "seat work" and structured free play with imaginative toys, such as a kitchen or puzzles. The "seat work" should be a mix of art and pencil/paper tasks and should include an introduction to the alphabet, to counting to 100, to sequencing skills (what comes first, second and last) to shapes and colors and to other basic academic skills.

The basic requirement for Kindergarten School in Raipur is age, the child must have completed 5 years to get admitted in kindergarten.

Usually, you have to at least 5 by a certain date and you have to prove immunizations and you have to zoned for that school. That's the way it is in my county anyway.
