Is the question phrased correctly? Are you the teenager's mother? The wording looks to me like it is misleading the answers posted here to you...
From what I have read/heard/experienced, hormones flare with the scent of the genitals of the opposite sex. Sweat glands that drive the opposite sex wild with desire? Hormones flare even more so in teenagers, yes?

Do take him to the psychologist so that you and your son don't have permanent mental scars about this. It might not be because he's into having sex with his mother, it could be that these are the only pair of panties he got hold of and tried to not remember that they were mom's. He needs professional help though to rule out if he is having any abnormal tendencies that can be curbed now.

Talk to him about it. By all means don't embarrass him which will make him withdraw but ask him what it is all about. It could be a phase where all the hormones are rushing in and it's a symbol of the opposite sex and his imagination is running wild. Pretend you didn't see, don't make a big issue out of it. It's a sick awkward thing to see and weird for him to do, for sure, but it doesn't mean there is anything wrong with him. Have a sex talk, have him buy his own panties for that.

Nothing. It is just natural, think nothing of it. They just do dumb things at that age. My son dropped down a microphone next to our window from his room upstairs, so hear if there was any activity at night in our room. They are just goofy when they are teens, they are not thinking straight. It meant nothing.
