On the enlisted side, BTZ is an opportunity to put on E-4 about 6 months early. We write BTZ EPRs on all E-3s, whether they deserve it or not, and then the competitive ones are boarded and selected to take one of a limited quota of BTZ promotion slots awarded to a group or squadron.
On the officer side, once you achieve the rank of captain, you can get promoted below the zone. It's not that common going to major, but it's relatively common for O-5 and O-6. On the promotion recommendation form (PRF) you specify whether someone is below the zone, in the zone, or above the zone for promotion and then you give them a "definitely promote," "promote," or "do not promote" rating and then defend that rating with excerpts from past OPRs.

If you are an E3 and have a good record in your career then you can be put up for "below the zone" which means you stood out in your sqaudren and you have to chance to pin on E4 6 months before you were supposed to pin it on. Usually your records have to go before a board and everything else...
