I just got married in london last month and it was lovely- and not expensive! We had a ceremony at Southwark registry office, which is a nice edwardian building with a lovely garden in the back for photos. Then we had a meal in our favourite local restaurant, which was fantastic, and finally had a party in our garden.
The trick to not spending too much money is
1. do as much as possible yourself- make invitations, thank you cards, etc The more creative and flexible you are, the better!
2. ask your friends/ family to help out! we involved pretty much all our guests in the day and they LOVED it!! My mum arranged flower vases, my friend played guitar and sang, my sister was official photographer, another friend drove us, etc. Even the kids got involved and made confetti! And rather than being 'cheap' or 'stingy' the day was fantastic, as everyone felt involved and 'part of it' rather than just a guest.
Plus, with everyone helping out, it means you have more money left over to spend on food, drinks, etc for your guests, so everyone benefits!
Check out the register office website for a list of licenced venues:

If you don't have much money, then it's probably better to just you and a chose few to jet off to somewhere rather than stay in the UK where people would expect to be invited.
Now I'm not sure on the legal/paperwork logistics of all these places, but here're a few general suggestions:
Egypt
New Zealand (They have some lovely beaches, especially around Northland - but the flight wouldn't be cheap)
The Azores (Time of year dependant though)
The Ice Hotel in Sweden (Though this will be relatively expensive)
Italy (Rome, Venice, Sicily)
Also, try looking at these:

Initially, I'd check these out just for ideas then take a view to see if you can arrange the most of it yourself. Though I'd suggest that arrange the fine details would take a lot of effort.

If you don'''t have much money, I don't think London is the place (unless you already live there). Just get married wherever and hold a small reception. Marriage is not about putting on the ritz in an exotic local, especially if you are short on funds.

I thought of a place in Melbouren Victoria Australia, named Echuca. There is a river boat there by the name of the 'Emmy-Lou'. What a beautiful way to get married. If I ever decide to do it again, then that's where I'm heading.

i'd flow to Africa and characteristic it contained in the jungle the position the mountain gorillas stay ; as they're endangered and me getting married will be endangered..too as i discussed it might in no way ensue back; and it is almost a one in one thousand million danger.
