sugar makes ice cream, cake and dessert nice-tasting. spice makes food tastier. what the expression means, simply, is N_I_C_E, or NIFTY!
the expression, "sugar & spice, & everything nice" is particularly easy to remember because, like a poem, it rhymes!

It is part of a nursery rhyme, which goes something like this:
What are little girls made of? Sugar and spice, and everything nice.
What are little boys made of? Snips and snails, and puppy dogs' tails
(I don't know what a "snip" is in this context.)

Girls are supposed to dress up pretty and look good; this goes one step further... sugar and spice??? that's when you make love to a girl and tates her lovely aroma. Nothing on earth can compare.

The song goes:

The idea is that girls are sweet and nice, and boys are messy and mischevious.

And as for the answerers who said that this is chavinistic against males... did it ever occur to you that this song is chavinistic against females, too?
WHY should females have to be sweet and nice always? Why can't we enjoy collecting snails and frogs and getting dirty?!

This song is male chauvinistic propaganda to keep women docile and put them in their place.
