First, congratulations to your sons. They have earned an honor that is hard to come by. Remind them to place that honor on their resume's, school applications, and so on. It shows that they are capable of being in charge and being able to finish a project. It can make the difference between being chosen or not.
I am not sure where you live and I am out of the loop for this, used to do it for my son's troop. However, for my son, we sent letters to the FBI, The CIA, the Depts of the Navy, Army, Air Force, Marines, and Coast Guard, the local city government (mayor, chief of police, highway patrol, fire marshall), the state government (governer, vice-gov., the state treas., our state rep and sen.), the president of the US, the vice-president, our two US senators, our US representive. We even sent a letter to Disney because that is where he wanted to work after college (didn't get a reply). Some sent letters and some sent certificates. We held an Eagle Court of Honor and a few of the people we wrote to, presented their certificates/letters in person. That was really nice.
For the military, call up the local recruiters, they should be able to tell you where to write. The paper or the phone book should have a listing of a elot of those offices I mentioned. Allow, 1-2 months for the letters to return. I fixed up a notebook with the different certifcates and letters in it. My son must have gotten over 30. Made for a wonderful memory. Once more congratulations to your sons on their outstanding achievement.

Write to the White House and to your Senators. For a fee (it will be on your Senator's web page) you can buy a flag which they will have flown over the Capital Building and send to you with a certificate, as well.
Congratulations to your sons!
