That really depends on how old she is. Whatever the age, you should never consider taking estrogen creams or hormonal pills to increase bust size. These not only damage the breasts, they also cause problems in periods. The best way although slow is to nightly massage the breasts with olive oil. This increases blood flow to the breast, expands the duct system slightly and overall (but naturally) increases the bust size. Exercises of the pectoral area are also good. Tell your friend not to worry, carrying around a big chest is no fun and the bras always hurt so she should appreciate her size!

dearest why is it ur concern? r u sure its not urself...look who ever it is...a bust grows gradually depending on ur age. If u r really concerned there are loads of good padded bras u can wear to make the bust look bigger. But trust me is ur friend a girl? make sure? otherwise my friend life is like this...give it time and her chest will grow slowly. However, on a serious note...is she having periods yet or regularly? Once again see a Dr if really worried to make sure....
