I have a floppy disk that did have Windows 95 start up on it. I deleted all the icons when i opened the disk. It says there are no items to show in this folder. (0 object(s), 0 hidden object(s))But the pie graph still shows 218 kb of used space. while still having 1.17mb of free space. why is it not all free and is it safe to reuse disks like this or is there something harmful hidded?

You said you deleted the icons.
Thats not the right way to do it.
You should have formated the disk.
Insert your disk again.
Right click on your disk drive.
and click format.
Use the 'Standard' format.
And you will see that you can use the disk space more effectively.

You cannot use all 100% of bytes space in any storage media because operation system needs to use some space to store the file system information like how many good usable sectors, which files, and its path.

So it is very safe to use the formatted floppy disks as when you format OS would completly erase the previous content and make it look like a new floppy.
