Way too many variables to give you a concrete answer. I will go so far as to say that a guy who approaches me that isn't acting like a complete dick gets bonus points in my book.

I guess everyone has a different "style" of rejection.
I'd just tell him the truth, though.
"I'm sorry. I'm not interested. it was nice meeting you though. (smile)"

Just go with it, boost his confidence. if he did it nicley and asked for my number, i'd give it to him, because who knows? he could be a really cool guy i could start to like.
