Acme pilot school would be the cheapest. But I wouldn't recommend it. Never seemed to work out well for Wily.
Next best is the local small airport. Usually can work out a deal with them to learn for a set price. Sometimes you can also work off part of the tuition as well.

Or Go To Your Local Airport And Ask Them They Usually Help With Any Thing Dealing With A Plane

THey'll have flight training there.
You can also look into Junior Colleges in your area.
Some offer the ground portion & some offer the complete block.
