you need the synchronizing C.D which will be given along with u'r Mobile.when u synchronize u'r mobile then u will get all the folders which are in the mobile in u'r PC.Just open the folder in which the picture is then copy paste as u require .
Or if u had a memory card in u'r mobile then save the picture in it and then using a card reader connected to PC u can download it to PC. A card reader can be bought for about 200 to 400 Indian rupees.

It depend which Mobile you use,There are some advanced mobile comes with software.or Maybe You need a connector or blue-tooth.I don't think you need any software..

for all this, at first u will need the data cable of the cell phone. then u have to install the software. u should contact with ur cell phone provider for the data cable. if u give the model name and number (such as nokia 3230) then i can give u thie link of some usefull site for downloading image and ringtones.

If by mobile you mean cell phone, I just email my pictures to myself. Instead of a phone number you can email pictures to a regular email address.

Well it depends on what provider you have and phone but most of the time you can as long as your phone is old
