The percentage is higher than 'the normal population' but it is a fairly arbitrary breakdown of 'everyone else' on one side and 'legal immigrants' on the other. Sort of like mixing the legal and illegal immigrants together blurs their economic cost. Obviously there are other demographics that 'live off the system'. The difference is that we invited the legals and took a calculated risk that they would swim rather than sink and require those services. We counted them into the schools and health care. They are guests.
What do you call people who take things of yours from you without permission and against your stated wishes?

Anyways, no I do NOT believe that LEGAL immigrants generally live off the "system" and I do not even believe that it is a "popular belief."
But it is true that many illegal immigrants come to the USA SPECIFICALLY to try to get as many of the benefits of the "system" as possible. My daughter has many "illegal immigrant" friends (much to my horror) and they laugh and think it is great to come to the USA and even on up to Canada (where we live) as they find the freebies and social perks well worth the trip. They tell all their friends and families back home! It has gotten to the point that people in Mexico and Central America almost treat it as a "future occupation" now. Young children in those countries, often when asked what they are going to be when they grow up will say that they are "going to el norte" to work and provide a "better life" for their families. Not quite the same thing as children saying, "I think I am going to be a doctor, or a clerk, or an accountant, or a bank teller, or a housewife." Once they get to "el norte," they know that even though they may be working for "peanuts," with all the extras they can get such as free medical care at the ERs of hospitals, food stamps, subsidized housing, free schooling for their children, tax refunds if they use stolen/fraudulent SSNs, etc., and especially if they pop out an anchor baby or three or four, even more good freebies come to them, they know they are making the equivalent of much more than their initial "peanut" salary. No, when you add in all the extras, it can easily add up to another $10 to $20 per hour, all at the taxpaying citizens' expense!
Legal immigrants, on the other hand, are usually self-supporting and do not apply for the freebies and government hand-outs because they, at the time of applying for immigration, have to show that they will be self-supporting and NOT apply for welfare and other social benefits. As well, just by the fact that they are applying properly shows their integrity and most legal immigrants find it abhorrent to even consider taking welfare because they have too much pride.
Illegal immigrants, however, leave their pride and integrity behind when they sneak across the border.
Next, you will say, "But legal citizens live off welfare and all the freebies of this society? What about them?" Well, the difference is that they are OUR legal citizens and we should be responsible for our legal citizens when they are in need, but we SHOULD NOT be responsible for illegal immigrants in our country. THEIR own countries should be responsible for them!!
Personally, I don't even agree with the number of legal citizens who are on welfare and are able to be working. I feel a big shakeup needs to happen with the American welfare system and all able-bodied people need to get their butts out to work to support themselves. However, I do not even mind the system supporting our legal citizens as much as I do when it supports illegal immigrants.

Keep in mind that a lot of illegal workers use a fake social security number and will usually get taxes deducted from their paychecks just like you and I do, the only difference is that most of this tax money stays with the government because these people do not file a tax return like the rest of us.
I don't have actual numbers to compare, but I can almost bet my food stamps that most of this unclaimed tax money washes out the funds distributed to the illegals using the help programs and therefore it's a break even. Where as the aid money being used by legals "milking the system" is put in by the rest of us legals who work our tails off! So, who am I more mad at? illegals? lazy legals? Take a guess.

We need immigration reform, well not really. We just need to enforce our laws. If anything needs reformation, it should be welfare and government assistance. I have no problem with people who are really in need getting government assistance. That is the way it should be. But able bodied people that can work should be forced to get jobs if they are gonna receive assistance. I also feel that people who are not here legally should get zero assistance. That is just a form of rewarding people for breaking the law, which encourages more people to come and break the law.

I think the popular belief is that there are some illegals who do and most people who even care about this think even one would be too many. I don't think there should be a "system". Charity is for religion and private donation and has no place in a free society. If you are disabled, then we as a society should contribute to your well being, but if you're lazy, then I think if anyone wants to help you it should be their choice, not a governmental cumpulsion.

The immigrants are making a fortune off of the working class we pay our taxes and they eat it up hell they drive better cars then we do. legal or illegal it doesn't matter there all getting the system for all its worth

actually legal and illegal immigrants do get a few more benefits than the usual white citizen. Not trying to be racist or anything but almost all Mexicans in the U.S. are allowed to get Medicaid and health supplies easier than a white citizen.
